Strategic Plan

The Community Driven Strategic Plan was developed through a comprehensive commitment to planning and quality. Expectations, concerns, and ideas from our community and from our personnel were used to develop the strategies, the Department’s core goals, and the many objectives needed to complete those goals. The strategic planning process has challenged us to examine our operations thoroughly and establish a solid future direction. While planning is a continuous process, this strategic plan will provide valuable guidance as we move forward over the next five years.

The Department will ensure that this plan is a living document and will be updated frequently to meet our community’s growing demands. Through this process, the Department crafted a new mission statement, shared vision, and core values to guide our actions and decisions. Our mission clearly defines what we do and the quality of our team. Our vision is what we want to achieve in the future. Our core values are what we stand for and what behaviors we value.

Community Risk Assessment

The Community Risk Assessment defines the all-hazard risks in the community. The term “Standards of Cover,” borrowed from military organizations, means the standard of coverage or, in our case, how the City of Kissimmee Fire Department is positioned to respond to the identified risks outlined in the Community Risk Assessment. A strategic and comprehensive Community Risk Assessment is crucial to determine the risks in our community. Using this information and valuable input from stakeholders, we determined adequate resources and response postures to our many diverse types of emergencies. From analyzing and evaluating these documents utilizing various industry-recognized best practices, gaps in operations and resources were established, and plans and policy recommendations were developed to close those gaps.
